Considering that setting ruffs was a fairly well-paid profession, skill would be important, and skill takes practice - I imagine that, by the time you're on your third ruff, you'll have cut the time down significantly.
Using your dryer with a stable rack is a lot easier than oven-drying, as in PF4, and the modified curling iron is a great idea. Despite the cooler tip, you still got a very good set....
Did you decide not to try to pin the wet pleats in place before drying/setting? (I can see how that could have been difficult.)
